If our educational is better than before why are they laying off teachers & the budget in the red?

I thought gambling was aimed to prevent this so our kids could get a good education but it appears to me that it has gotten worse.We know the gambling industry is alive & doing well but our educational system is 34th in the entire industrialized world.The asian kids did better on test they had never seen than our kids even after they had been exposed to it.Are we serious about education? It sure doesn't look like it.Will China be the next world power should be asked?What will happen to these marginal doctor,nurses,scientist& teachers?Will race be important or color of skin will that help you to avoid the looming disaster I see coming?No I don't think so.How about you what do you think why do many people go overseas for their operations besides saving money.Money is important but quality care is more so don't you think?
