How would I play Starry Sky on the computer?

See, I'm no good with computers and I was wondering how to play the Starry Sky games (or specifically Starry Sky ~in Spring~). Apparently, the platforms it's on are Windows and PlayStation Portable but I don't have a PSP and I'm not quite sure what to do. If it's possible, please provide links. Thank you very much!
