Bailouts are not working for the EU, why would the USA bailouts be any different?

Bailouts has never worked throughout history, The U.S. has bailedout Russia over and over through the world bank loans that Russia never paid back, and the money went to the rich and Russia was still in the dumps and broke, they have not worked here and never will, and they will not work any where in the world, they are known failures.
