The elite's understanding vs the understanding by the common people?

I am reading The Portable Hanna Arndent and this issue keeps coming up. The issue comes up elsewhere as well. For example how the German elite saw "the Jewish question" as extermination but the masses did not understand it in that way. Can any one recommend a good book that deals with how deferment groups interpret things differently and exactly who are the elite?
